It is tough to say, but there are suggestions that Utah may never legalize gambling due to the State’s criminal code:

According to chapter 10, part 11 of the state’s criminal code titled Offenses Against Public Health, Safety, Welfare, and Morals:

"If any federal law authorizes Internet gambling in the states and that federal law provides that individual states may opt out of Internet gambling, this state shall opt out of Internet gambling in the manner provided by federal law and within the time frame provided by that law."

Can I Bet In Other States While It Is Banned In Utah?

Most States that allow in-person and online gambling do not require you to be a resident in order to place a bet. However, you must register and place your bets within State lines, and you must also be aged 21 or older.
